Order never delivered

I had ordered rakhis for rakshabandhan online from United States, to be delivered in Barshi (District Solapur), Maharashtra. I was charged $20 for just 4 rakhis and the order was never delivered. The courier through which they supposedly sent the parcel is almost non-existant. The website of courier AFL couriers never opens. When I asked for a refund from the website, they said that they have forwarded the request. But I am still to receive any confirmation or refund till date. I THINK IT IS A BIG SCAM, TRYING TO EARN MONEY IN DOLLARS FROM INTERNATIONAL CUSTOMERS.
