Complaint against neighbour flat owne

I stay at virar, our neighbour flat owner, he stays anywherelse and he has flat over here in Giriraj Complex, he has given his flat on rent, the rent owner are not using the house properly, they use

much much water outside the bathroom or toilet, they wash their clothes in the hall, everyday they

wash their hall, bedroom and kitchen, because of that we have leakage problem in our house because

they stay right up to our flat, i explained the same problem to the flat owner but he is not listining

and he asking for the 50 % expense for repair.

Now at present he is not picking up the phone also and he is not ready to listen the problem

which we are facing with the leakage.

please help me in this regard what we should do, where we should lodge the compalint and

any legal action against it.
