Non delivery of letters

I am an Indian resident residing in MIDC, Andheri (E), Mumbai-400093, i never receive letters sent through Indian Post, the area delivery person is not bother about complaning him, i am the student of CS institute, i never receive my Admit cards, recently i had applied for ATM of SBI, SBI has sent the same through speed post, it was lying with post office for very long time, yesterday the Delivery person came to deliver the same and asked for Money (Diwali Bakshish), i refuse to give the same, that person cleary said that "Letter chahiye to post office main paisa leke aa jana" which means that if you want your letter come with money at post office...
