Alleged lottery winnings and creating account in my name

I was informd that i have won lottery and directed to the Global city bank, they emailed me that they have opened a transit account i was direced to fill in a form with password etc. later i was direted to pay a sum of 390 pounds to activate the account. the was to be made at an account of the icici bank in india in the name of one Shanganing Awongsn

a/c/no 017761542153

i wasinformed that i could transfer the money to my bank account on payment.

i would like to know whether this is true and that the money won by me can be transfered into my account if i pay the sum of 390 pounds
