Surcharge Fuel not refunded

I had recently booked a ticket from Ahmedabad to Bangalore for 10th July the flight number is G8-101. My Confirmation Number is EM5R5B.By some reason I am not able to travel so I cancelled the tickets, but I was not refunded the Fuel Surcharge of Rs.2400 the only amount refunded was PSF charges Rs. 224 that through the Voucher to use it in 1 year.

The issue is the fuel surcharge has to be refunded back to the passenger who is cancelling the tickets you cannot retain the the Fuel Surcharge, as the other passenger who is going to travel in lieu of me is also going to be charged the same fuel charge so the issue is that how can the same fuel charge can be charged twice to 2 different passengers when only one is travelling on board.
