Delay in compensation for construction delay

I have bought a villa from the said builder in their project Golden Homes (Liberty Acres).

The agreememnt very clearly stated that any delay beyond 4 months would be compensated at teh rate of Rs. 4 per sft of built up area.

The construction was supposed to be completed in Jan-08 but got completed actually in Nov-08. Considering the 4 months grace this was still a delay of 7 months. I have been following up with the builder for this compensation since last 1 year. Initially they used to say that this is under audit and they would soon respond. Now they have just stopped responding and even taking call.s when you go to their office the concerned people are not there.

How does one deal with such organized cheating.
