Cyber Cafe Rules

I have my own cafe. I have been do process for get cafe's license as govt rules. And than govt reply me that I have to give some NOC.So I have done all work for get NOC.But police deparment refuse to give NOC and told that It is not in our duty. And told me that I have to close my cafe before I get license. So now How can I get license?
