Non-delivery of parcel leading to major losses

Consignment no. 129504239 containing important documents that were required by me urgently in Bheemilipatnam, Visakhapatnam was sent to me from srinagar via trackon courier on 09 Jan. However, when the parcel reached visakhapatnam, the company representatives here did not bother to call me up (inspite of the address and phone number being mentioned). Moreover, citing the reason that the addressed area did not fall in their service area, they returned the parcel back to srinagar. Further, the response and the customer handling of the company reps here was non-supportive and brash. Till 30 Jan, inspite of repeated requests to arrange for the return of the consignment, it had neither been returned back to the sender nor had it been delivered to me. The non-receipt of consignment has caused me major losses and embarassment. I would like to submit the following for consideration: -
1. If the company did not have any service in the addressed area, then why did the Srinagar branch accept the consignment.
2. Once the consignment had been accepted, does it not become the companies obligation to deal with it responsibly and atleast call up / inform the addressee or the sender before returning the parcel.
3. Can you please inform me as to what steps/ actions i can take against the couriers service and their reps.
