Unknown reasons specified for delay in passport issuance - We need this to be resolved asap

My Mother's passport was submitted on Nov 27 for last name correction. It was informed to us that the passport correction takes 7business days and the status in the online enquiry system shows "OTHERS" which doesn't mean anything.
No one picks up the calls for the enquiry. No one responds to the email enquiries. This is very stressfull. My mother has her visa stamping date on Dec 29th and she is totally strained now for this passport issue.
If this is not resolved in due course of time, We will take this issue legally and compensate for all the physical stress and mental strain that we had gone through in getting a passport.
Legal implications will be charged on the following points mentioned below:
1) 1yr baby got infected because of all the physical strain and mental stress
2) Delay in the issuance of passport within the SLA in spite of having all the relevant information.
3) Tampering the Status information on the online inquiry system.
4) Waste of time and money spent in inquiry and ADALAT for getting details.
