Punishment for Fake scholarships

Hi

i recently discovered many-a-students and families in Andhra Pradesh have claimed scholarships by showing they are economically poor even though their fathers are govt. empolyes earning more than rupees 3.00 lac per annum. they got the economic backward certificate from the local M.R.O (Mandal revenue Office). how can i file a law suit against them what would be their punishment in such cases if found guilty?
