Pending application for sanctioning of house plan for more than 3 years!!!

Sir, i had submitted house plan for sanctioning at greater noida in the year 2005 but till date i haven't get any information/sanction letter for the same.. meanwhile i had also submiited penalty amount in the authority as per the letter sent to me but after depositing the same they haven't sanctioned the plan till date... due to which i am suffering a lot and in mental agony bcoz without plan i m not getting my houssing loan from any bank which is resulting in delay of fulfilling my dream of having a house at greater noida (an iso authority, as per the authority promotions)
