Builder not refunding my money

Its almost three years that i applied for the refund of my money from this Builder but Greencity Builders owner Jitender Choudhary is not refunding my money nor have they launched the project uptil now in Bhiwadi. It seems the company is a totally a fraud company and the owner is playing around with customers money.
