Not getting thr releving letter from my previous company

Dear All,

I was worked in a outsourcing company for 9 months for a reputed client in bangalore on IT and when i am joining they put a agreement with me that i should not leave the company before 1 year if i left i should pay my 4 months salary. But once the project with the reputed client completed my company send me to a another client were that is entirely into a another domain if i continued my future will not good. So i left my previous company without any information and joined in a another company this is a satisfying job for me. Now i ask my manager for my releving letter, but he is telling he was not ready to give me my releving letter. Kindly give me a suggestion on this issue. If he is not giving my releving letter my 9 months experience will entirely finished. Please show me a proper way through which i can able to get my releving letter.
