BSNL service is not upto mark

Respected one

I am Satnam Singh, villager who is trying to learn abc of internet and computer. For this purpose i have subscibed to BSNL under the 01762-245284 (Rajpura town, Dist. Patiala). Sir/Ma'am, i could avail the service only 10-15 days in 2 months but bill is dispatched in full swing. IS IT JUSTICE TO A STUDENT? Who don't earn somthing and try to get education with the help of parents but Service provider is not giving proper service. In Short my request is that please check my internet that how many days service is provided by my ISP and according to that dispatch bill.
