Cabel guy takes money for STB even when its free

Hi,

I stay in mannady, our cabel guy takes rs400 for the hathway STB but according to the ad in tv it is free,

when contacted customer care they said it is free they will take care of the complaint but no response, pls help me in this regard now cable guy says he will give new STB from other provide
