Got a fraud mail, want some action against this person

I got a mail which is mentioned below, i think it is a fraud mail and the person is trying to fool graduates, I want some that some action should be taken against this person as his bank account no. is mentioned, and if the person is not fraud please inform me, the email which is sent to me is pasted below:-
