Freezing of my savings account without prior notice

I am in the process of settling my credit card with HDFC Bank in final. Negotiations are on as to the settlement amount with the bank. Now suddenly the bank has frozen my bank account without prior notice claiming that the credit card department has issued the suspension order. I cannot withdraw my own money from the bank. Is it legitimate for the bank to take such a step? Please let me know how I can resolve this.
