ECS of personal loan

I manish jain had taken a loan from Centurion bank of punjab which is now merged in HDFC bank. My ECS amount is deduted from my BOB saving Acccount 115387 5th of every month.from 05/06/06 to 05/09/08 there is no problem. After this Oct, 08, Nov, 08 Feb, 09 and MArch, 09 ECS is bounced. HDFC bank did not informed me till this month i approached the hdfc bank officer, initially they said there is problem in ECS and will sort out early and after this they said that the reason for this my BOB account is not opertaed.

if they informed me after first month than i can some enquary abount my account. My account is still open and i having suffficent fund.

so please customer care of aHDFC bank send me the your reply and aslo who will pay the panelty for the bounce.
