Cheque not credited

I hold an account in Sector 37 Branch of HDFC Bank. Where I deposited a cheque for 2500 Euros drawn on Deutsche Bank on June 1st. I was assures that the amount will be credited to my account in approximately 3 weeks. On 25th June, I checked my balance online and found that the money had arrived and shown as available balance. I issued a cheque on that account but to my horror the cheque bounced. On checking the account I found that the balance was a negative amount as a number of charges had been levied which included foreign currency transaction and bounced cheque and so on.
I re-visited the branch on July 2 but the staff there had no clue why the money was “on hold”. They called up some number and the person on the other end of the line told me that he had put the money “on hold” a few hours after it showed as “available balance” on my account and that it was because of “cooling period” which would last another 2 weeks but could not explain it satisfactorily what it was. Later he said he would release the money the same day. The staff of the branch said they would reverse all the charges that very day.
One week later still nothing has happened; and I do not get any replies from the bank. It is ridiculous that the bank blocks the money even after it has arrived and does not allow the customer to use what is in effect their money but they charge the customer for it promptly!
