ATM PIN not received

I have been a customer of the HDFC bank through the corporate account from January
I had asked for a new debit card three months back since i had lost my old card. I received the card but the ATM pin never arrived. Since then I have made 3 requests for the pin & it has not been provided still. Each time I make a request money is deducted from my account as 'PIN REGN CHARGES ' & 'ST & CESS ON DUPL PIN CHGS', this should not be the case since 1) the PIN has never reached me & 2) since the card that I have is a corporate card.
HDFC bank is soo cheap that they take charges for the services that have neverbeen provided. I am with out a PIN for the past 3 months & all my money is stuck in the account. The staffs at the bank is not bothered. I approached the Kalyanangar Branch & they tell me that i need to go the Kasturba Road Bank, & the kasturba road bank asks me to contact the customer care, so this brings me back to SQUARE ONE The staff at the banks is just not bothered, the pass the customer from one person to another as if in government offices. They are uninterested & not interested in the customer problems
The customer care is so mannerless, the talk rudely they waste time & do no work. I have to first wait for long time for me to get across to one customer service guy & I have to repeat the same story to each person that they passs me on to. Each department gives me a different story each time
The end result is that i have still not got my ATM pin. The bank & its staff has displayed the ultimate callous behaviour. IT is disgusting to be part of such a bank.
