Loan repaymant

I have had a housing loan from the HDFC bank. After two years of payment I decided to close the loan. But, now they are asking for 2% of charges as loan closure. When I called them one month before they told me to pay only the interest and the balance amount. I have taken 5.5 lakh, and in this two years I paid 1.3 lakh as interest only. I don't know why this 2%
