Bank people are harrasing me

I had some dues left with the bank. Bank people contacted me in DEC and they promise to close the account if i pay them XXX amount.

I paid the amount (i have proof). After that i contacted them but they didn't provide me any letter. After 6 months they again woke up and started harassing me.

This time they are promising me to provide me the letter after i pay then y amount. I am ready to pay the amount but they are telling me to make the payment and then they will send me the letter.

This is ridiculous when a customer is ready to pay why they are playing games.
