Ank not giving any help

One of my friend name- Rahul Rao 919811648294 stolen my credit card, now he is not attending my call,

and also left the city. only i now that he is in delhi and he have my credit card. when i told this matter to bank,

they told that they r not going to help me. and they want regular payment, and they r harasting my parent at my home town.i m student and now at pune.
