RTI for Credit Card statement

I had HDFC Credit Card between 2005. My last transaction on the card, is payment of Rs 25000, probably sometime in Sept. After which I havent made any purchases nor payments, so I was not receiving any statement. But after a few months after Sept I started receiving statement which contained only "Late payment fees" and "service charges". I called up HDFC customer care and asked for details on the late payment fees many times, but they coudnt give any details because my card was blocked. So I didnt make any payment. A couple of times some recovery agents called me asking for payment and my response was that if I get my statement, I shall make payment whatever I am liable for. Then everything stoped no phone calls from agents and neiter any statement from bank.

But now again, after more than 18months, I being hounded by recovery agents for some small settelment amount. I am not willing to pay any amount unless I get my statement.

Can I use "Right to information" (RTI) act against this bank to get my statement? Anybody who have used RTI act, please respond.
