Home Loan processing fee charged

I am a existing home loan customer of hdfc which I took last year, I applied this year again for a home with a condition that I am selling my existing property and buying a new one for which I require a higher loan amount. On filing the application I was told by the agency person not to disclose my existing personal which were there even when I took my previous personal loan. I did accrodingly and thru CIBIL HDFC got the information of my personal loans so I replied to the agency that I am willing to close existing personal loans but the bank debited my account for 11, 000 rupees and cancelled my application saying I did not dislcose my personal loan and also I am a defaulter. When I further quieried about the details the lady Shradha by the name was incoperative and replied rudely. I am having relation with all banks and have a clean credit history. Now the bank is not refunding as the agency people who were involved have backed and I am left losing the processing fee and the home loan. I request help as the bak is just blaming me for not dislcosing the PL's as a reason for cheating me of the processing fee which they have charged to my account.
