Non Dispense of maoney from ATM

I had used my HDFC bank debit card on 27/08/09 at OBC bank ATM at miramar branch for withdrawal of 400rs, but transactions got decline as it showed sever breakdown during transaction, & maoney was not Dispense from the Amt, but the same Amt was debited to my account, for which on same day i had logged the complain in HDFC bank call center, After 12 days i got reply from the bank that the OBC bank has confrim that the money was given by the ATM, so this amt cannot be reserve to my Account, so pls let me Know what are the other ways were i can lodge the complaints & procedure of it
