No promotional Gift

I bought high end dv 9000 Hewlett Packard Laptop which promised USB TV tuner worth Rs.6500 as promotional scheme. The scheme after completing web registration asked me to sent Rs.600/- to New delhi based company apponted by HP. It is almost 3 months thre is no sign of TV tuner or RS.600/- refund after several complaints.
