Poor service

I applied for connect internet connection on a location after taking all documents and payments the company said that we cannot put connection on this location as we dont have the empty connection pair in the Connection Box (DP). After that when i asked to put the same connection on other location they said me to get the refund and pay money in cash. When i paid money in cash for new location they refused to give my previous payment back. Now i am not been given connectinon for broadband on new location also. My more than Rs. 1200 is been bloacked by company. Is there anyone who can help me...
