Harrasment by traffic police

Dear Sir,

My name is Srinivas. B.V. I had parked my motor cycle (KA 02 EE 9417) near Jalahalli Cross opposite to Reliance showroom at "No Parking" area and I will sincerely accept it. Around 11.15am a Tiger (KA29 3716) has come and I found that they were running towards my bike to Tow it. I immediately ran nearby and requested inspector (Mr. K.T.VENKATESHA SETTY, Asst. Sub-inspector of Police, Peenya traffic) who was sat in the Tiger, saying that I don't put on my vehicle and ready to pay the fine on spot. He asked me Rs.100 and didn't give the reciept.By the time the fellows loaded my bike on the Tiger. At the same time I requested for receipt and the reply from that sub-inspector was shocking, he asked to pay Rs.300 instead of Rs.100 and he explained that Rs.100 is fine and Rs.200 is for towing the vehicle. I could not able to speak more fearing that taking away my vehicle at the station and paid to money. I received the bill No.980893 from Check Report-cum-Receipt for Rs.100 and bill no.493086 from another one receipt. Please advise was he correct in the above situations faced by me. Can I expect any advices or actions on anyone of us, who done corruption?? and I am ready to submit those receipts if asked.
