Not getting my epf

I am ibrahim from chennai and was Resinged my job in july (from hindustan college of Arts and science) / My previous employer (Hindustan college of Arts and Science) i was submitted my EPF and the new SSN form to the Royapettah chennai office on 20 th September. Its almost going 30 days months. Today i was contacted the EPF office to check my EPF status / EPF office informed me that my previous employer (hinduatan college fo arts and science) has not received amount and not submitted proper documents to the epf office. Still i have not got the settlement as well as any intimation from the EPF office in Chennai office, this is not happen first time / most of the time employer (HCAS) not maintaining epf of employes. what is the reason? and why i am getting too delay nearly 3 1/2 years.

Shall i file a case in Chennai high court to claim my EPF and get extra amount for this delay.
