Telephone being unanswered

I am resident of nagpur and want to make complaint against the dealer of hp gas, the name of the deaaler is jai hind gas agency.the dealer has three telephone connection on which we book our gas cylinder. but somehow the person seems to be sleeping all the time for there is no answer from other side after continuos bells. the behaviour of the dealer is rude .please help
