Violation of rule of "Not to give petrol in BOTTLES"

There is a rule for all petrol pumps which clearly says that don't give petrol in bottles or can, but i still saw the manager of Hindustan Petrolium pump violated the rule by giving the petrol in bottle, when i asked why he gave the petrol to that lady, then he told me that she is a lady and is a relative to an army officer and also added that its being his right to give the petrol to that lasy as he is the owner of the petrol pump.

please tell me is that right.

and if not then how can i teach him a lesson that rules are rules for each and every one, doesn't matter the sex and status.

please help me out.
