Non issuing coupon booklet

I have submitted a cheque of Rs. 195/- in the first week of august for annual subscription of the paper hindustan times. Despite repeated reminders by phone calls & E-mails sent to them I get the same reply "your coupon booklet is under process & you will get it shortly". Vendor is getting restless as he had told me that he will stop delivering newspaper if he won't get the coupons for three months due. It is shame on one of the nations largest newspapers.
