Error 691in bsnl broadband new connection

I have taken new bsnl broad band connection ON tel no. 0612 2361183 after installing modem about 10 day back till today I can't login. give error 691 after repeated complaints in local broad band office on 0612- 2273444 but no response.

then they say to complain on 1957, on complaining on this number they give a complaint no.-190395 &say to wait
