Took 2200 as service charges and disappeared

We wanted a maid for 2hrs for cooking and house work, I got the contacts of Sankar (9986502747) from IRIS Multiservices, 216, IST Floor, T Krishnappa Building, Marathalli, Bangalore from Yellow Pages. I have asked them for part time House maid in Aug. He constantly followed until he received an advance amount of Rs2200/-. But once he received the amount, he didn't turn up, neither provided me any maid. After lot of follow-ups, When I tried contacting Sankar, he said his grandmother is died and he is in andhra and every morning he says he is coming to bangalore he is in bangalore and pretend as if he is in andra.this he is repeating from last 40days still he is in andra.i am asking him to refund he is still coming to bangalore and i even told i will give police complain he is not worried. He's not giving me the registration amount. Please take strict action against him he is a fraud and cheated lot of people
