Problem in treatment earlier taken

Sir,

My niece had undergone backbone surgery in the hospital in December. She was fitted with and supported the backbone with screws. Now when a X ray was done, it was observed that the screws have left its place, may be not operated efficiently earlier. Can we make complaint to the consumer forum against the hospital?
