No back up on event of power shortage

I am in a place called Bhadrachalam in Andhra Pradesh. I visit here frequently. On 29th May 09 i visited this place along with my family and I booked my room in Hotel Geetanjali, Ambedkar Road, Bhadrachalam. The room traiff was Rs.950/ taxes. On 29th May 09 at around 11:00pm (approx) there was an electric shutdown. The generator was put on. The AC's went OFF and fan was put ON. Later after an Hour even fan goes off. On enquirying it was found that there was no back up for generator belts. I would like to know since the hotel is charging so huge amount there is no adequate services provided. How is that some good hotels have back up for AC's rooms even if the power supply is broken. What are the laws under which a Hotel should be constructed and what are the service parameters? this hotel is having around 10-12employees.
