BSNL LAND Line Disturbance

My Number is 0495 - 2800704. For the past 8 months i am unable to use the phone since there are disturbances while using the phone, nothing is clear. I have complained at Kunnamangalam exchange. They said they will look into it, but are not responding. Now they say that they will reduce the bill amount, but what is the use of that. I am unable to use the phone, please look into the matter.
