Inferior quality electric fittings, doors and sanitary items

I bought a house No.951-Ground Floor, Shakti Khand-IV, Indirapuram, Distt. Ghaziabad from Mr. Joginder Sethi, 18-A, Peera Garhi, Ring Road, Delhi for Rs.17, 50, 000/- on 18.8.2009. After occupation of the said house by my tenant, the electric fittings went haywire and all the chokes were not functional. Even the fittings in the kitchen i.e. sink, chimney etc. also started mal-functioning. The doors and windows were found to be of much much below the expected quality whereas in the registry the house has been graded as "A construction". When I brought all these lacunae to the notice of the builder, he simply said, "I am not responsible for all these. Go anywhere and make a complaint. I have got my money and you have got your house, that is all". Now, will you please let me know where to lodge such complaint. I shall feel grateful.
