Passport was ready by 25th feb as per online status, but not yet delive

Sir i have submitted for renewal of my passport on 1st feb and my file no. is F003473/10 under TATKAL SCHEME and my delivery date was 8th feb. I also did a paper complaint to TATKAL SUPERINTENDENT and he said he will send my passport on 25th feb via speed post but still i have not yet received my passport till date. As per online status enquiry my passport was ready by 25th feb But not yet dispatch. please issue my passport as soon as possible.
