Non delivery of Gas after booking for 17 days

Sir,

I have booked for home delivery of HP gas, Con. No.660603, from the agency named Smruti gas, Bapuji Nagar, Bhubaneswar, Orissa since 30-12. Till today dated 15-01 they have not delivered the gas. After repeated enquiring, it is revealed that the delivery of gas would be late because the customer is asking for measurement of weight on delivery! If it is the case then when shall I get a cylinder of gas after booking for 17 days? Or shall I be get ready to receive the refil of gas cylinder having less weight than 14.2Kg if I would not ask for cheking for its weight? Kindly suggest me what shall I do or do the needful so that other customers like me would not suffer.
