Refill Gas cylinder was not delivered for online booking through Internet

I am having LPG connection from HPCL. I have done online refill booking request on 19/12. It was not delivered. then I have booked a complaint. Still cylinder was not delivered. Again I have booked on 02/01. But no use. Cylinder was not delivered. How can I tackle it? Whether I can go to consumer forum?
