No response to the phone calls, always an enagaged alert is given

I'm in chennai. I had booked for a gas filled cylinder

on 14.08.2008. But no one has yet turned up. When i called up them on friday (22.08.2008) they said that they had already billed the refilled cylinder and would be deliveres the same day. But there is no response. The more serious issue which has to be considered is the telephone services. There is always an engaged alert being given or no one is picking up the reciever when the ring is on. What if something happens serious? who would help us out? I ask the concerned officers to take the issue into their concern and make the necessary arrangements for the welfare of the consumers.
