CHARGING HIGHER RATE THAN WHAT IS PRESCRIBED ON THE BILL

The address of my gas agency is: Bijapur Gas Company, H.P Gas dealers, Lingad Road, Bijapur. Dealer Code:965760
I take one cylinder per month. The problem which I am facing is that the distributors are taking more money while delivering the cylinder than what is prescribed on the bill. The reason which they gave was that the extra money is charged for the delivery only.(for ex. in the bill the total amount to be paid was: Rs.352.98 but they charged me with Rs.360.)
My question to you is that Do you take extra charge for delivery outside the bill? Don't we pay for delivery in the bill itself?
Please help me and if you find the dealers guilty then please take necessary action soon.
