Not providing cilander at proper charges

I had taken a hp gas connection on 7.4.08 from siliguri. at that time they had given me one cillander and told that they will provide another after 6 month. they had also forced me to take Oven which I already had but without that they are not providing the connection which was against the rule but since I was in need of connection I had taken the Oven. Now after 6 month when ever i ask them for another cillander they use to tell me come after 7 days or after 15 days. Yesterday again i went there they had told me to come in the month of December but asked 400 rupees extra as again they are telling me to buy a gas lighter and an apparon from them other wise they will not provide the another cillander.please help me.
