Delay in re-activating the Gas Connection

I have taken the gas connection in September. but since then i have not booked for recharge of cylinder till October. So my Gas connection was de activated.

I have given an application for reactivation for which they have verified and given the certificate for activation on 01-11 since then i am waiting for reactivation

whom should i report for the delay in reactivation of the gas connection
