Too much of delay in delivery inspite of close monitoring

I had booked gas cylider on 26 Sept but until 3 Oct I havent got the delivery. Every time I enquire the status from the agency and delivery person, they say that they have not got the supply but I saw with my own eyes that he was selling to some other person in black. I am facing this problem from last three to four months every time I book the cylinder and there is a considerable delay in each delivery.

Other excuse they make when we talk to them face to face that the door was locked without the Door-Locked sticker on the door. The problem is more painfull since I have a single cylinder and it has been 2 years since I requested for an extra cylinder. I want you to take stringent action against the miscreants
