Non delivery of refil cylinde

My consumer number is 604098. My agency is M/s. Prakash Gas Agencies, Tirur, Kerala.(Telephone no.0494-2422970). I booked for a refil on 18.09.09. The docket number is 52074.It is not delivered yet i.e.on 30.10.2009. The IVRS says to press a number if the cylinder is delivered but it does not have an option for non delivery. The delivery man when contacted says the refil load has not arrived yet. The telephone at the agency office is permanantly engaged. Please do the needful for immediate delivery and prevention of malpractices.
