Cylinder not delivered even after 13 days of booking, Number engage

HI,

I booked my HP Gas cylinder on Jan 15 but till today (Jan 24) no delivery. Number is always engaged (i doubt that they put aside the receiver). Even if you get them on phone, they always says it will be delivered today by evening. Dont know what to do?
