Non delivery of gas even after 1month

I had booked a gas cylinder in the HP gas agency in ghansoli navi mumbai on 21st/01 and have still not recieved it. Their phone is always busy and when they pick up they say it will be delivered tomorrow. Whenever I go to the agency they note down the number freshly again and then when asked why undelivered they say that the address paper had been misplaced. They have the same excuses everytime and this has been continuing from the past one month. I do not understand what to do.
